1060 should be able to max all settings without any problem.
The only thing you should toy around a little bit would be the vsync option, which have much to do with your monitor refresh rate.

You said competitive. Drop everything to minimum except your screen resolution. Or drop the resolution to minimum if you really need that last frame.

actualy the game runs smooth with a sapphire rx 470 4gb so i don'T think you have problem with that(ultra of course)
