also are you on a desktop PC?
On any case you sure it VR ready? i understand some Laptops have an issue of how the stream out that it pass to the CPU meaning you cant run VR on it sadly (at least as much as i know) its not true to all PCs but maybe with the model can search and see if i can find any info on it
(BTW try to disable the Intel card from Device Manger and then try to run it again)

Your laptop may be limited to only be able to do 60FPS and there for not able to do VR
There is some post some where that i think i remember a Valve employ saying that, sadly cant find it, but as its a limit of the hardware, its something they cant really fix sadly
But i may be wrong (Hopfully)
