Runner Achievement Problem?
I am very confused about this achievement. I timed my games with a stopwatch, and I should have gotten this achievement quite a few times already, but it does not work. What confuses me even more is that the timer at the end of the game reports wrong numbers. It marks almost DOUBLE the time I actually got. Is this a bug or is there some sort of time penalty if do something? I really need some help with this, please let me know if you got any information about this.

The timer does seem to be off, I got the achievement in a run that the game thinks took 1:51, while the video I recorded is 2:38 long. I didn't record the loading screen and the last person died at 2:26 - and that's exactly the moment when steam notification that I got the achievement appeared.

BTW, do the timer stops before the little walk between your last kill and the spot where you "victory dance"?...

Yes, timer stops as soon as you killed last person on the map.

Yeah, I'm also seeing almost the double time in-game. I did the Boat Party on 2:34 now (with an actual stoptimer). The end screen said 05:06. The run I did previous to that was also below 3 minutes but the game reported 05:33. And no achievement for either try.

Alright, it seems to be linked to your refresh rate. I forced my monitor down to 60 Hz (I have a 144 Hz monitor) and the timer matches with that refresh rate.

I also have 144 Hz display (running at 144 Hz, of course) but I actually got a lower time reported by the game.

I can confirm. That was indeed the problem, I was running a 144Hz monitor myself. Setting it to 60 Hz solved the problem and I was able to normally get the achievement. I will give some details about my PC in case this helps solve the issue. I am running an Asus PG278Q monitor. The monitor uses G-SYNC, so that is another factor that may have an influence. I run it off of an EVGA GTX 770. Hope this helps and thanks to the guys who posted about the refresh rate solution.
