Either they are lazy, or they are working with Nvidia by uping to requirements to force us to buy new cards.
Has been like this for me since launch, using ultra textures the game spits out a VRAM warning even when using a 1080.
There was no 4K textures for SoM, only HD.
And you got to be kidding, it does not look the same, its by far better textures now or you are only using a potatoe PC with HD screen, low resolution or Dynamic Resolution activated.
On a 4K screen the difference is huge between the games.
What am I doing wrong?
Try lowering all settings and go from there and up a setting at a time. Probably some setting is more heavy on your chip then others.
But when it comes to gaming laptops, the most common issue is that the game isn't detected as a game and runs on the CPU internal GPU instead of the dedicated GPU. Usually there's a software utility from the maker of the laptop that makes you select witch programs to run with the dedicated gpu.
