Skill points bug?

The number of skill points i earn after a mission and the skill points i then can spend doesn't seem to match. I just completed a mission earning 700 sp, but when i go to the skill tree i only have 480sp to spend and i even had some left from the prevous mission.

Am i missing something here? Is it related to the game's difficulty?

you probably spended part of SP during mission. For example: yo've reached first task, got 200 SP and then you get on the second location in this mission. There is a skill table, you've spended it on a new skill, but that 200 will be calculated in your total 700SP at the end of the mission. That's all.
