or if using an nvidia gpu, set it to use gpu scaling

tick , aspect, and perform scaling on the gpu
then it will alwasy output 1920x1080 with the image centered and scaled to fill the screen
and thanks. Steam used to do this properly, but stopped for reasons unbeknownst :P

check the video plugin settings on pcsx2
set it to d3d11hardware (dx11)
custom scaling
1920x1080 (for 1080p)
4:3 games will still be 4:3, and 16:9 games will be wide
changing the plugin to use DX11 from OGL was the fix :) No idea why it shifts it all the way left with OGL but /shrug.
