No, this is simply NVIDIA's existing GameStream technology moved out to the front dashboard. It doesn't work with AMD GPUs.
Thats true. NVIDIA made people confused about this which were proven on their forums too.
90% said they announced a Steam Link app with possible AMD support.
It was recently confirmed that its joined with Gamestream app, and was not standalone like NVIDIA said. This means AMD is not supported.
Sloaken already said most of this. Blame NVIDIA for the confusion.
There is atleast 3 other options for AMD owners to stream PC games to Shield TV.
AMD with Shield TV can still use Moonlight, Remotr or KinoConsole for game streaming if they want. They are all on Google Play.
And of course you have Steam Link box from Valve which supports AMD too.

The main reason for confusion was this.
They said it was a new Steam app.
Why would Shield TV need a brand new Steam app when Shield TV already had Steam TV mode since 2015?
A new app which wasn't needed at all made people believe it was a native Steam Link app with possible AMD support.
I can confirm that i never have issues with Steam TV mode on Shield TV.
It always works with no problems at 1080p/60. (I use wired Gigabit LAN)
