Report a translation problem
Some threads need some time to be recognized. I hope, all of my threads will also receive some attention, but they didn't (at least not all of them).
Next thing: Not everyone owns and uses two wireless Xbox 360 gamepads on a Steam Link. Gladly I am one of a small amount of people out there who also owns two wireless gamepads so I tried to reproduce the issue.
I have the same problem. After I switched on my second controller, every single button press on my first gamepad hits two times. The second controller does not work at all (but it is connected).
If I switch off my first gamepad (the second one is still switched on), the behaviour continues. But now I am able to navigate through the interface with the second gamepad. If I switch on my first gamepad I am not able to use it, but the second gamepad still works (two hits issue continues).
If I now switch off both gamepads and connect the second one first, I can navigate through the interface as intendet. If I now switch on my first controller, the issue will start again (one press -> two hits; second connected gamepad does not work).
Additional advice: I am NOT using VirtualHere (gamepad does work for non-Steam games flawlessly as long as you add it to the Stam library and configure the controller for the game).
I hope this isse will get some attention because I am not sure how the issue behaves in some two player games.

Both gamepads are working independently in the game. But if you are pressing the Xbox button and the Steam overlay appears the two hits issue appears. Seems definitely a problem of the Steam overlay and the Big picture mode with two connected Xbox 360 gamepads (maybe the same for other gamepads too).
If I navigate with the gamepads through my Steam library (desktop streaming) everything is working fine (no two hits issue).

Well, back to topic.
Everything is working Perfect as Soon as im in a Game.
It seems to be That its just the Big picture Mode wich make problems.
I tried to Change my 2x Xbox 360 Controller to my ps3 Controllers (4x) which works perfect even in the big picture Mode.
3rd Party Games - here its FIFA 17 on Origin - also working perfect with both configurations, as soon as i strat them with Steam.
As long as both Xbox 360 gampepads are working flawlessly while gaming, this seems just a minor issue.
I was wondering, what is happening if you have connected four Xbox 360 gamepads and you try to navigate through the big picture mode? A four times hit with each button press?
I'm wondering if it has something to do with the naming of the controllers within Steam - as these two controllers both have the same name (I just left it at the default), and the other two are unique. I'll have to check that out tomorrow.
I also experience the same issues as already mentioned. I've found that it works flawlessly if I un-check 'Xbox Controller' within controller settings and have Steam client think I'm using a generic Xinput controller.
This of course prevents you from using custom controller configurations though!
I just switch between the two dependant on whether I'm playing single or multiplayer.
You just need to update the client on your computer.
