I had been thinking it was a v1 versus v2 thing (one of the firmware updates breaking compatibility etc) but now seeing that your v2 used to work, perhaps a Steam thing.
Steam is unable to interface with it and switch it's operating mode / activate it or something (don't have the knowledge beyond what I'm seeing) but I found DS4Windows can. Once connected to DS4Windows (quit DS4W after that), it gets put in a state in which Steam is then able to interface with it & things are fine.
I can try that, you mean to connect the Dualsense to the adapter, the adapter to the PC and then open up DS4W before closing it again?
If you want to see what I was describing, when the controller is connected and running as a Pro controller, open joy.cpl (windows key + R. type joy.cpl, press Enter), select the controller then Properties. Compare that with what you see in the test screen after DS4W connects to it.
