Can't move cursor in Mass Effect 1?

Haven't used my Steam Controller in quite a while but it seems Mass Effect 1 is designed for keyboard and mouse input, so I dusted it off. I selected the most popular config. Within Big Picture I can use the controller, and in Explorer I can use the trackpad to move the cursor around.

But when I start ME, suddenly the controller becomes useless. I cannot interact with the UAC dialog that shows up when I start the game. And within the game, the only thing I can get it to do is bring up an on-screen keyboard. No other button or trackpad responds.

Controller should work in game, but normally the UAC prompts need a regular mouse to connect. That UAC prompt showing up every time ME shows up is annoying. But, it can be fixed by setting Mass Effect to "RunAsInvoler" in the registry.
