I have a gaming laptop (asus tuf), and had the same issue posted here. Paired my 3rd party pro controller, connected perfectly, but after turning it off it didn't reconnect.
So i read that some people were saying that it's a BT 5.0 or 4.0 thing.
My BT adapter is indeed 5.0. So i bought a TpLink BT 4.0 (UB4A) dongle, disabled my built in adapter, plugged the dongle, paired the controller... and well... IT RECONNECTS NOW!!!
BT 4.0 has TERRIBLE range compared to 5.0 and at a farily short distance it'll have lag, but well you win some, you lose some.
Hopefully some of you guys might fix the issue trying this, to everyone else, don't give up.
It seems logical that a new controller would conform to 5.4, so, I've ordered a Ugreen 5.4 dongle and I'll see how I go. If that doesn't do the trick I'll find a 4.0. I really like this controller and I'll get it going full time if it's the last thing I do! (It had better not be, I want to live, LOL!)
According to official Nintendo specs, the Switch Pro controller uses Bluetooth 3.0. A 4.0 dongle is more likely to be backwards compatible with 3.0, which is why 4.0 dongles seem to have worked.
According to blurb on Newegg, a 5.4 dongle is backwards compatible with 3.0, so, that will be why that works. I just hope the Ugreen 5.4 (CM748) I bought earlier will work too.......
Feels like certain functions got broken, and only in new revisions these were fixed.
My current dongle says on it that it's 5.1, however, Windows thinks it's a 5.3 and loads a Realtek driver for it. I updated it with a 5.1 driver, but, it behaves in exactly the same way as the previous driver did in that the Switch Pro won't reconnect when you turn it on.
I uninstalled the adapter in Device Manager and redid the driver, still no different! I went to try my Dualsense, only idiot me forgot that I'd have to re-pair it. That disconnects and reconnects just fine, so, it isn't a defective dongle, it just won't play nice with my Pro controller.
Hopefully, sometime this week, I'll have the 5.4 dongle, which is the same make and model as the guy in post #62 has and everything will play nice with that and be hunky dory. If it is I can just tell everyone to get that particular dongle.......
I don't speak tech, but, something in the Bluetooth 5.4 specs mentioned bidirectional, it's possible that this is giving the controller what it needs to connect again. Then again, what do I know, like I said I don't speak tech, LOL!

Type CM748 in the search box, hit search and click the image to bring up the download window and click Driver. The driver will then download.
Create a folder to put the driver files in. When you open the zip, the first thing you may see is a load of garbage in the folder name, don't worry, it's Chinese and Windows can't read it! Open the folder and extract everything you can read to the folder you created. The setup.exe will install the driver. You will see Barrot in Device Manager, that's the chipset it uses.
Even after a restart, I turn it on, launch Steam and it lights up. It will only light up when it detects that Steam is open though.
Whatever, I can confirm that Bluetooth 5.4 works. The Ugreen CM748 is probably the best dongle to go for as you can download and install a driver for it, any other may just have to rely on what Windows loads and I don't know if Windows 11 has drivers for Bluetooth 5.4.
Oddly though, even though you can find the driver for the CM748 on the Ugreen site, they don't list that model in their store. I got mine on eBay, so, look one up and see what you find.

Thanks for the update @rogb1970, after reading your update I also tried the UGREEN 5.4 since there was a few glitches with the UGREEN 5.3 and the Gulikit KingKong 2 (lag, signal drops), and the 8BitDo SN30 Pro+ (random disconnections);
And so far, the UGREEN 5.4 works without either these issues, and also reconnects with the Nintendo Pro Controller.
Pretty much the best choice of Bluetooth adapter (i'm using the long range one here https://www.aliexpress.com/item/1005006320967899.html)
I also got a new keyboard last week and the Ugreen works well with that too,

Additionally, I looked up CM748 on both amazon and ebay and found nothing.

Did you buy the longrange one and verified it is working? How about the short usb one?
I know lots of questions but I truly want to get this resolved and then do a community post about this issue and how to fix on several Nintendo forums.
I have not tried my Switch Pro controller yet. I am using the Official NSO N64 controller with bluetooth: https://www.nintendo.com/us/store/products/nintendo-64-controller/ and have the same issues as you guys. 1st pair is a success and putting it to sleep and turning it back on does not work without unpairing, removing drivers via device manager and then trying 4-5 times until it works. I just want to play my Nintendo 64 games with upscaled resolution rather than letterbox on my TV Q.Q
