I asked this before but I never got a decent answer. As far as I know if steam is not detected this controller falls back in default which is either mimicking a mouse + keyboard or xbox 360 controller (not sure which it is, or both?). And since the controller has bluetooth it should then just work like using a M+K on your android Phone shouldn't it?
So what? My Fridge has Bluetooth. Every ♥♥♥♥♥♥♥ thing has bluetooth now, doesn't mean i can play games on my fridge now.
But your fridge doesn't default back to K+M when steam is not detected so I'm not that impressed by your point.
But my Fridge is not able to process the input of any form of k/m nor it's emulated counterpart so you simply missed my point.
The steam controller is, by default, a keyboard/mouse emulator in the guise of a gamepad and we know it defaults to that if plugged in without big picture.
We also know it can be used and recognize as a normal gamepad with games that have gamepad compatibility if you dont wanna use big picture to customize the layout. (i forgot if this kb/m gamepad transition is automatic or manual however.
That still means tho that software is necessary from one side, so the phone in question will need by default, a way to recognize what you just linked with it. Like i said, cerberus would have to correct me on this if he knows how the legacy/controller functions work (i forgot) but in the end, im personally convinced an android phone will just not have in its programming the little bits required to make a steam controller work with it. Not to mention just having games who can recognize its inputs if it even work.
And then there's the fact thats not what the steam controller was made for at all.

So, technically if the Android device recognizes standard HID input, it should function as a kb/m for the Android device. Whether it will pair via bluetooth is unknown (especially if in pairing you have to enter a PIN), but a USB connection might work just fine.
The final build, we don't yet know if it always reverts to HID kb/m outside of Steam, or if it retains the last firmware/configuration flashed to it. If it retains the firmware, and the last configuration was as, say an xinput controller, then it likely will not work on Android at all. Directinput controller, maybe, though doubtful. If there are Android drivers for xinput/directinput controllers, then you might have some luck there. Otherwise if it retains the last firmware, you'd have to remember to reset it as kb/m if you want it to work on Android. Again, though, that all depends on the Android device and whether it will pair with the bluetooth or plug in with USB.
The Neogaf user Krejloc has done a lot of tests over the months with the prototype and claims you can use it on literally everything which can use a K+M, even your freakin Dreamcast!

I'm not entirely sure what suppest means but as tought I read somewhere that it would support xinput but I'm not 100% sure on that. The general idea is that the steam customisation interface is far superior to this but for games supporting controllers it should automatically mimick a xbox controller.
But opposed from my other statements this is more guessing and less knowing
