I am quite certain but not sure that BPM is working properly for the game.
The uncertainty only arises because when I launch from BPM it flickers a bit, as well when I hot key out of the FO4 Launcher I can't get back in from the overlay to the game.
w.r.t. " Make sure the overlay is enabled for FO4" ... Is there a way to specifically tell Steam to work with one program with Overlay. As I thought just launching from BPM set it to overlay mode ... Perhaps this is where I am going wrong? HMMMM?
w.r.t. "make sure your configuration matches what FO4 expects (gamepad config with controller enabled in-game, KB/M config with controller disabled in-game)". ..... I set the game while in BPM to use the controller and even save the config with my name and have even downloaded another and see it as an options and have chosen that (now 3 different profiles) so I think the Steam side is done. In the game in "Settings" I have tried a million time "Controller" ON and Off no change. Curiously? Am I correct to understand that FO4/Settings/Controller OFF really means KB/M Off?

As far as matching configs; if you have gamepad support enabled in FO4's settings you have to use a gamepad config. The easiest way to make sure everything is working properly is to make sure gamepad is enabled in FO4 options and use the recommended official config provided by Bethesda (which is a controller-style config). If that works then if you want to use a KB/M-style config instead just uncheck gamepad in FO4's options.

There is no thing as a "steam OS version".
What he was saying is that there is no "non steam" version of Fallout 4. If you bought the game it came with a steam key for activation which means it is native to steam and thus can never be a non steam game. No game that came with a steam key is.
Wether it supports SteamOS or not is a completely different and unrelated question. Just wanted to clear that up, but don't actually have any suggestions on how you could fix your issue, runs fine on windows :/
