I opened C:\Windows\inf and wasn't able to find a file called 'usb.inf', just a few which names were the same except for an added word like; 'usbcir.inf', 'usbport.inf' & 'usbprint.inf', etc... That's when I realized 'usb.inf' might be the file my Windows setup was missing (at least in my case) and that could be the reason Steam wasn't triggered to install the correct driver.
I went to C:\Windows\inf on my girlfriend's setup (on which my controller actually did work from the start for some reason) and there was an usb.inf and another one called usb.pnf. I copied the files to a stick and moved them to my \Windows\inf directory, rebooted and let Windows search for drivers via Device Manager (wired and wireless, one after another) and it instantly found them and Steam recognized the controller. So far everything works like it should and I haven't edited anything except copying some files. So those who are able to successfully connect their controller on another setup could probably just as easy copy the files from that setup to their own one.
