It sure would have been nice if there was storage on the controller itself for the dongle.
At least you can still use it wired, though that does mostly defeat the purpose of the device.
You might be able to find someone who's controller broke, or who only uses it wired and strike some kind of a deal that way? The steam community is a pretty big place.
Sorry, I know this post is unhelpful....just trying for a haha.
You could always buy another controller. You'd have a backup, could play with a friend, and they'll both bind to the same dongle (each dongle supports up to 4 controllers).
OP already has a controller. Just because you don't like it does not make it a bad device.
Many people (myself included) do not like the PS4 controller. Xbox controller is much better than PS4

Also, the Steam Controller works with the Steam Link without a dongle.
If you always use the Steam Link, just pair it.
Turn on the Steam Link, then unplug your controller.
You should see the screen telling you to plug a controller or a keyboard and mouse in.
Hold X, then turn on the Steam Controller.
It should make a beep and pair with the Steam Link

EASY SOLUTION WITH BLUETOOTH! You can have your steam controller connect to a PC/Mobile Device via bluetooth. You need to get a firmware update for the controller (just plug in your controller via USB) and go to controller settings. Visit this link for the rest of the settings.

I also lost my controller dongle and now I am so happy with this fix
