Report a translation problem
This is just on my set up but here's my findings:
- I successfully got turbo to work while bound to gamepad B button
- I was not able to get it to work bound to keyboard X letter
- I was not able to get ANY turbo to work on left Trigger (didn't try right trigger)
- I've seen a possibly related problem where if you set up a trackpad to scroll clockwise and counterclockwise keybpoard commands such as PgUp and PgDown it doesn't seem to work. That would fit your theory that the keys aren't being released in both cases.
Ahhh finally some input! Thanks for running some tests of your own to add to the mix here. After reading your post and some additional testing on my half I have this to report (the games used for these tests in both my original post and now are Rocket League, Dirty Bomb, and Unturned) :
- I was temporarily able to get Turbo Mode functioning on the Steam Controllers "A" button when it was emulating a 360 button. However if I switched it to rapid fire a 360 trigger (so the A button controlling a trigger function) it would not work. I then tried to map that same "A" button to a mouse and after that keyboard command. Those tests failed as well. (This test was in Rocket League trying to get a single button press and hold to act as a double jump)
- I was able to succesfully get the Right Trigger of the Steam Controller to use rapid fire when emulating a 360 trigger, but as in the other test if it tried to control anything other that that it would fail. (This was also a Rocket League test where I switched the jump for the 360 controller to a trigger)
After these 2 rounds of tests, I went back to the way that it had worked, and it no longer was working... So they seem to be very touchy. It may not be what your mapping them to after all it may just be a case of "sometimes it works sometimes it doesn't" making testing difficult. So at this point I switched games.
I next wanted to get a rapid fire working on semi-automatic handguns for Unturned (I tried this for Dirty Bomb as well). These tests NEVER actually funtioned in-game. Like my OP they gave the haptic feedback which implies they are working, but in-game the command never repeats. It did not matter what I was using to trigger it controller side it never functioned in game.
So I decided to run so more tests on the scroll feature, as this game is where I tend to need to scroll a bit in the inventory/crafting menus. I tried mapping scrolling to triggers on a fresh mapping profile, with no luck. The triggers again gave haptic feedback but no in-game repeat of the command. I then tried to go back to using the only joystick on the controller for my "scroll wheel" and this again, did not work. The only thing different is for the joystick, the haptic feedback for the Turbo Mode doesn't even work.
At this point the only thing I can figure is that either the Turbo Mode is completely broken at this stage (likely), or it's only meant to rapid fire very specific commands (seems un-likely that's the case). It's rather unfortunate that the early access pre-order which was very much marketed as "get our finished product before anyone else" ended up being a "pay to beta test our product so it's ready for the real store launch". -sigh-
If you are binding something to the right shoulder button, that may be the issue. My right shoulder button doesn't seem to work consistantly. It doesn't always seem to register for me.
I set it to use turbo so I could just hold the stick down/up to move quickly, but it is does not repeat no matter the sensitivity, rate, etc. The mode-shift works great, but I have to repeat the down or up motion to get the navigation. Not terrible, but I assumed it was a bug or a limitation from mode-shift (?)
tip: I also used the same mode-shift to make my A and B buttons act as 'confirm' and 'cancel' in Xbox style which this game seems to prefer -- though I prefer a hybrid with mouse aim...though, I digress slightly off topic. :D

In it I think I identified the cause of the issue -- the button press and release events have the same time stamp.
I can get the arrow keys to repeat button presses with "analog emulation" enabled on the analog stick, but the repeated button presses stop once the analog stick is fully pressed in any direction which makes it difficult to use.
