Creating User-made In-Game Actions
I was going to create my own In-Game Actions via .vdf file for Garry's Mod and Half-Life 2: Deathmatch, and they didn't show up. Am I doing something wrong or something?

Does the game have Steam Input API support?

If yes, you'll be able to select in-game actions. If not, you do not have the option to select in-game actions.

If it does have in-game actions, you can select from a list of actions created by the developer. I know of no way to implement user made in-game actions.

it would be easier to bind controller to keyboard letter
then in game, bind keyboard letter to control or script

Consumers cannot define in-game actions if they are not defined or do not exist. Half Life 2, L4D2 and Portal 2 have developer-supplied IGA files for those games, but that does not mean their predecessors or derivatives have them as well. Odd for Valve, I suppose.

So Valve, why isn't there Steam Input support on all your games yet? Maybe in time for Steam Deck's release?

for valve games, but steam supports many other game devs
