Report a translation problem
1. make a shortcut to the app.
2. add non-steam game "explorer.exe"
3. rename shortcut to desired app name,
and set advanced launch options for the shortcut you just created in steam
and set custom banner/icon for your shortcut
Instructions:
1. navigate here:
move the shortcut.lnk from desktop to your desired games folder.
2. add non-steam game > browse > %windir% > explorer.exe
3. open properties of new steam shortcut
Target:"C:\Windows\explorer.exe" Start In: "C:\Windows\" Launch Options: %windir%\explorer.exe /e, "<drive letter>:\<path to shortcut>\<shortcut name>.lnk"

So to add modern apps to the Steam library, you just need to run the modern app you want to add, open task managger, switch to details, look for the app, and its executable path--that's the path to add to Steam.
Now, as far as I can see, this cannot be done in Big Picture mode, as you cannot add an application by execution path, so you need to close BP first. As of how this affects the controller, I do not know.

Edit: just tested wit the xbox app and it works fine
