Switch Pro Controller fully working with Bluetooth 5.4
Just recently, I bought a Switch Pro controller. It paired with my existing bluetooth dongle and I could configure it in Steam. However, when I'd turn the controller off and turn it back on again, Steam wouldn't detect it and the controller wouldn't wake and just turned off again.

After much head scratching and searching, I came across this thread:

In post #62 someone mentioned that they'd got their controller to work when they bought a Ugreen CM748 Bluetooth 5.4 dongle. I looked up Bluetooth 5.4, it sounded promising so I bought a CM748. I had read that people had had mixed results with the generic driver that Windows loaded, but, the Ugreen has its own driver that you can download from their site:

You have to type in the model number exactly as it is as the search is case sensitive. Anyway, with the driver installed, I paired the controller, launched Steam and the controller lit up. I turned it off and on again and it lit up again. Bluetooth 5.4 works! The controller only lights up when Steam launches.

I can only say with confidence that the Ugreen CM748 works, your mileage with any other dongle may vary as it may rely on the driver that Windows loads. If you can find another that has its own driver then you may have better luck.

Oh, something I forgot to mention about the Ugreen driver (The text is from the other thread) :

Type CM748 in the search box, hit search and click the image to bring up the download window and click Driver. The driver will then download.

Create a folder to put the driver files in. When you open the zip, the first thing you may see is a load of garbage in the folder name, don't worry, it's Chinese and Windows can't read it! Open the folder and extract everything you can read to the folder you created. The setup.exe will install the driver. You will see Barrot in Device Manager, that's the chipset it uses.

I downloaded it and the instructions look identical to what I got from Ugreen. Hoping that this one does actually work!
