There's another program called "x360" that does this very similar and will works too.
BUT maybe is some setting missing in your configurations. Maybe something related with Steam Input or something else, idk. All I know is that this solved my issue with Fifa, Game Pass and other games. I hope it does the same to you.
anyway, i also like to use other programs to have other options so i dont need to launch steam to use the controller with my settings.
if you are willing to try linux, theres also a program called "scc" which does pretty much what the other programs for windows do, but also allows to configure (probably) everything that can be done in the official steam controller menu.
it works also with other controllers. another advantage is that it can allow you to save your configurations as files, so you can just move them, or copy and paste them as backups.
