Edit: Ignore everything in this post. It is 100% wrong.
I played Path of Exile, Titan Quest, System shock 2, Vampire the Masquerade: Bloodlines and a lot of others that don't have any controller support whatsoever. They all work great with Steam controller. You just have to configure the bindings, or just use the community profiles.
So even if you can't get the "controller part" of the Jedi academy to work, you can just map the keyboard keys to SC and play that way. It'll even work better.

It actually can bind to any controller / keyboard setup, so, besides the game having trouble with steam itself, as mentioned above, you really can't find a game that can't have everything bound.
Plus, gyro shooting is amazing, playing serious sam with it is a huge treat.
It's not always accurate, though. For instance, Overlord 2 doesn't list controller support, but it should say partial, because once you get past the boot menus, and are in game, a controller is supported, including showing Xbox style button prompts.
