Go to the mode shift and click on the gear icon to the right. Set the mode shift button to Circle.

Prior to the latest steam update you could add "-oldbigpicture" as a command line to your shortcut to launch steam, but that doesn't work anymore as of the latest steam patch, unfortunately.
Yeah, not a fan at all of the new UI, oh well
I ended up make an action layer instead to modify one single input.
Hey Diviad, I feel your pain! Of note, in the main Steam forums people were saying that they were able to get the old UI by using -vgui instead -- it didn't seem to work for me personally (and not sure if they were talking about BPM or just the old desktop library look or something), but it seemed to work for others, so you may wish to give it a shot!
You must use the windows fullscreen shortcut (alt+enter) to access old BPM with the -vgui argument
OMG, I can't believe it. In a good way. I'd resigned myself to the awful new UI, but even after a month I still hate it. Praise be to GabeN
edit: of note, if you ever accidentally go into the new BPM UI (for example, by clicking the icon instead of using alt+tab), then you can't use alt+enter anymore and you'll need to restart Steam (with the -vgui command shortcut).
