Outer AND Inner Ring Bindings Needed
I like the outer ring binding system, and I also like that we have the option to "Inverse" it and do an inner ring binding instead, but really we should be able to define both inner and outer ring bindings on the same joystick or touchpad simultaneously. These options shouldn't be mutually exclusive.

For instance many game have 3 speeds for the character: Walking while holding the walk or sneak key + WASD, Normal Rnning by pressing WASD without any additional modifier, and finally Sprint while pressing the sprint key + WASD. The problem is with the Steam controller you are going to leave either walk or sprint out of the mix with the current ring binding options.

Where can we formally submit suggestions like this to Steam?

You might want to try Joystick Mode Shifting instead, I don't see how the hell there could even be an Inner Ring binding at all in the first place.

Shift your Joystick mode into another similar Joystick mode with different outer ring bindings?

Sure. Also, we were discussing 3 rings bindings stuff in a while. Guess, valves are already aware about that.
However, I'm proposing every ring should be as a separate input style. Can be useful with touchpads, f.e., inner as mouse while outer as D-pad. I already have something similar in SC:GO: I've huge deadzone at R-TPad mapped as D-Pad with 1234 (weapons) on touch, and gyro activated on R-TPad touch [I'm holding in the center to aim with gyro and swipe to reach D-Pad keys on edges]. Alternative build has reload, quick last weapon switch and switch weapons forward and backward. Can you imagine how good swipe for reload feels?? :)

There is already an option for a inner ring binding its called "Outer Ring Binding Invert: If set, the binding will be sent when inside the radius instead of outside. For example, walk or sneak could be sent when inside a certain zone."

What I would like is 3 circles. From the center to the 1st circle is your inner ring binding, from the 1st to the 2nd circle is the normal joystick area with no binding, and from the 2nd to the 3rd circle is the outer ring binding.

This may be kind of cramped for the joystick as it has a fairly small travel area, but there is definitely enough room on the large track pads for 3 circels. And really I know of several games where the analogue joystick controls a large range of incremental speeds depending on how far it is pressed. I don't think inner and outer ring bindings is being excessive, if anything it may still be too few to emulate true analog control.

You are right there. You can have one or the other but not both. Another one for the list I guess. Can't believe I forgot that one too. :D

Or how about putting your sprint/walk key together in 1 using Activators? Make one that can be toggled, which works only in a certain Joystick Shift mode?

I think you should use activators in outer binding, I mean:
Start-press for inner binding and release-press for outer binding.

switch to beta. new activator exists that you can use on the outer ring: "soft press" it lets you apply multiple outer ring bindings. It overrides the dpad's default outer ring threshold/invert settings too.

Here is a demonstration of it working in Garry's Mod. I use that game because it's Source Engine, but you don't have to deal with the official controller bindings.

steam://controllerconfig/4000/2138871212

You can copy and paste to your browser and then load the steam client bootstrapper.

Note that you can see how it works on left trackpad, joystick, and left trigger.
