Report a translation problem
Try doing the calibration first. I would recommend setting the gyro on a mouse for the desktop config and always on just to test it and make sure that the hardware is fine. I don't play Overwatch so I can't be specific there personally, but I can say that some game do and some do not allow mouse and gamepad at the same time so it may be rejecting one in favor of the other. Portal 2, on the other hand, has a recommended config where it uses gyros. If that is activated and the gyros won't work while you are touching the right pad, this is the default for that config, then there very well may be something wrong.

I'm thinking now that it is a hardware issue. Currently working through with steam support at the moment.
