Sounds like you want to make a PS Move Toy Con, like Nintendo Labo? I have two ideas, emphasis on the word "ideas":
1) The Electronicks Fork of Joyshock Mapper
This program can take in a certain gyroscope axis for Joycons and output it differently. The program started with mouse & keyboard output, which may be a fine compromise, but it also has a new method to treat the controller like a virtual stick:

Mind you, overturning isn't possible like the expensive wheels, but as a way to convert Joycon tilts to mouse or Xbox stick, it may be enough.
2) ConsoleTuner TitanTwo with the GtunerIV software
According to this documentation: GTunerIV Compatibility[www.consoletuner.com], there is a way to access the Joycon gyroscope and map it to a compatible Xbox wheel, which, with a well written GPC script, may be all that's needed for ETS2 to recognize a "wheel". Keep in mind that you'll need a Bluetooth expansion module to have the Joycons connect, I dunno if it works on the newer Move controllers, and Joycon reliability is... uncertain.
