Report a translation problem
You could look at the folder that holds your configs in your file explorer and open up the configs in a coe editor, try looking here, assuming Steam is installed on the C drive:
C:\Program Files (x86)\Steam\userdata\userid\config\controller_configs\apps\gameid\
I don't recommend you try to create configs this way, just take a look around and see if anything's weird.
Regarding registering controllers, that would make sense because you cannot save Steam Controller configurations as a guest account, but I'm personally not sure if that applies to Generic Controllers. I thought you could still register (or link?) controllers to your profile.
