The second possible solution is to deactivate Xbox Controller support
Controllersettings -> uncheck xbox controller support.
The first one is gamespecific the second is global.
(You also have a third option as you can deactivate the xbox 360 in the windows devicemanager which would require a restart everytime you activate or deactivate)
I don't think registering/deregistering is usefull in your case as it is only there to connect the gameprofiles and buttonlayout to a specific controller.
Goto Steam Library
Goto Game you want to play
Goto Edit Steam Controller Configuration
Select Switch Controller
Change Controller Grouping to the order you want them to be in for this game (it should remember this everytime you play)

You can also do all this from within BPM/Steam Controller overlay while playing a game...So if you forget to set it you can still do it within a game without bailing out of your game
Cause I want to use my DualSense Edge controller and not having it switching between PlayStation and Xbox because of Steam's stupid new big picture UI
