It might not be the most user friendly solution, but you could try GloSC[alia5.github.io]; that's what I use to play Re:Core from games for windows (and now they ♥♥♥♥♥♥♥ release it on steam!, thanks exclusives, go ♥♥♥♥ yourselves) and while it's annoying to alt + tab to use the steam overlay, it works as if it was a steam game (which it is now, ♥♥♥♥♥♥♥♥ exclusives).
1. Make sure Origin is CLOSED. Launch Fifa 19 from steam.
2. Log into Origin.
3. Click on play from Fifa launcher. I do this with the left pad set to mouse with left mouse click.
1) Put Origin in Windows 8 Compatibility mode
2) Disable Origin in-game from the settings of the game itself, not only Origin's
You'll know you've got it right when Steam overlay pops-up in your bottom right corner during start screen.
- I had stopped Origin after disable "in game overlay" in Origin settings.
- then I started Fifa 19 link in Steam big picture library
- this has started Origin again for authentification, but now steam overlay works
So i had to do a bit more due to errors.

Restart Steam and check connection to SteamController first.
Go to library, Run Fifa19
If you get error Initializing ViGem:
Get: https://github.com/ViGEm/ViGEmBus and click the release page. Download.
Go to Window's Device Manager and remove ALL "Virtual Gamepad Emulation Bus" under System devices. If you don't have "Virtual Gamepad Emulation Bus" just run the ViGEm installer.
Try Fifa19 again from Steam Library. You can set a shortcut by right clicking in steam library for easy start too.
