Just because it is old doesn't mean it has a configuration. I have Space Channel 5 Part 2, which came out originally on the Dreamcast. In fact, the age may be part of the reason why it doesn't have a configuration. Compared to those titles, the SC is really new.
If i am correct sfx has only KBM ,HOTAS or gamepad exclusive to chose from.
The best thing you can do is to simply use Templates -> gamepad and modifify the rest from that to your liking.
For the rightpad you could use joycam,mouslikejoystick or joymove, depending on which is preferable.
I can imagine you would want to use the gyro for flying or steering so in that case joycam or joymove would be a good option.
I don't know if you can mix KBM and gamepadinputs at the same time as FSX is quite an old game , in that case you would need to opt for one or the other.
I can give you my ace combat link with gyro controlls, it might be a good startiing point if you don't want to setup the gyro by yourself.

I don't own FSX so you might need to change or delete some of the descriptions/actionsets/buttonconfigs.
You would probably also need to activate gamepad in the ingamemenu.
There is probably something preventing the Steam overlay from working. If it's 10 years old, then I would think it shouldn't be on UWP. Get the overlay working, and you should be able to get the SC working, even if you have to emulate the Xbox controller.
The SC needs the Steam overlay working in a game so the SC knows what to do. If the overlay isn't working, or is blocked, then it is at best like you've got the desktop congiuration going. At worst you have nothing happen at all.
