You need to pair it with Steam Link, it seems it's paired with your PC.
Press Steam Button + A to cycle paired devices and pair it with the Link.

For me this was a bad wireless receiver. Try out several USB ports to make sure it's not the port, just in case.

See, in a lot of the forums I looked up and in the Steam Help section they tell you to go into the controller settings and go to the 'add new controller option'.
What they DON'T tell you is that the option won't appear unless you have a working wireless receiver. So I thought my receiver was good and some update was screwing with the settings and my controller. Or possibly that the controller itself was bad, Nope, bad receiver.

When I got a working wireless receiver the add controller option appeared and pairing went just fine.

This is what I did, I racked my brain for an hour, then I solved it by going into windows task manager and I ended ALL RAZER TASKS (Synapse Etc.) for some reason they interfere with the connection between the dongle and the controller. (I put this here because I hate it when people find a solution and don't post it.)

Thank you! This fixed mine, connected as soon as I ended the Synapse process in task manager!

While this didnt work, I went into Steam and controllers, clicked on add controller. It told me to hold down X and turn the controller on. Up and running.

Side note, I have a USB Logitech wireless headphones. My problems started when the 2 USB dongles were close together. Even had headphone volume change appear while pushing buttons on the Steam Controller.
for me i just had to reconnect the controller to steam link. im not sure how it was removed tho

Sometimes it's just as simple as blowing the dust out of the reciever and/or the USB slot on your computer. I can't tell you how many times this has happened to me with other devices and this seems to consistently work
