The thing of it is, it seems to be the hotbar system itself that's messing up the input, not the controller or steam. Even with my A button (which has no analog option that I could find?) experimenting, binding RT to the A button the input did not work. I haven't tried binding the RT full pull to double click A, but I don't really see the point of doing it.
All in all though, even if no one with a more solid answer as to why this doesn't seem to work with FFXIV or a different method that works better for the game, I have still learned a lot of useful information. I'm certainly feeling much more confident in setting up this controller than I did when I made my first post! What a way to learn. Trial by fire it seems xD
Personally, I find exploring the configurator, coming up with new and novel ways to do things to be quite therapeutic. How do I relieve stress after one of THOS days? I configure the Steam Controller to do something most people would think is silly. Hell, I even played for almost eight hours of The Witcher using a pad only southpaw config and I am right handed. Why? Because someone said the steam controller wasn't able to be used by lefties and I took it as a challenge.
I always say to people, new users especially, the BEST way to get into the Steam Controller, I mean REALLY get into it, is to just dive right in head first right off a blind sheer cliff and hope for the best. I was actually just playing poly bridge with my Steam Controller a few minutes ago. That this even has an official SC config for it but I couldn't just leave well enough alone. No, I had to make a radial menu on the analog stick to have every single KB shortcut in the game, add gyro mouse for those pesky pixel accurate vertices and I am still thinking I can do more to make playing the game smoother. I can honestly say that I have likely spent nearly as much if not more time configuring my controller than I have actually playing the games themselves.

A small sampling of some of the silly things I have spent hours setting up. It gets addictive for sure.

Now, whenever you soft pull, you get the trigger. When you long pull, you get a double tap that will let you hold the trigger to use the WXHB. You can now adjust the WXHB delay in FFXIV to a low setting so you don't accidentally activate it with a two soft pulls. If you quickly do a full pull, it will still activate the WXHB. One thing I noticed (and maybe smarter minds than me will know why) is that if you soft pull and wait and then full pull, you will not activate the additional crossbar. I'm not sure why this is but as long as you know that, it's definitely usable.
