Extra Function Key Mapping (F13-F24)?
There are extra Function Keys that technically exist but most keyboards don't have buttons for them. There are F13 - F24 keys that are programmed into your computer, and I've started using them for other hotkeys because there's no way in hell they'll ever be used in a game, so I don't run the risk of crouching every time I want to speak to my pals.

Is there a way to bind these extra keys to the steam controller? In the UI it doesn't seem to let me, but maybe there's a way around this?

Extra question. If keyboards don't have those, where do you bind them to your keyboard and use in game? And why?

Technically, there is code to support unlimited function keys built into Windows and probably Linux. I saw a guy use F13 through F110 something and AutoHotkey to make a second KB that had nothing but shortcuts for single key press functions. That having been said, there would be essentially zero use for them because of most if not all software, including Windows itself, has any kind of support for it. You press those buttons and normally nothing happens, like literally nothing without having a program explicitly designed to handle them. If this were a normal KB then it would likely be handled by some driver software. I doubt very highly there would be any real benefit to using these keys for things like push to talk, as an example.

There is another solution that usually does work and that I have personally used for this exact situation. Use more than one modifier key. Like for OBS, I would set Lshift+LCtrl+Alt+PageUp for the record, PageDn to stop recording. You should normally be able to use Shift, Ctrl, and Alt so you aren't stepping so hard on any of the more commonly used keys. One would expect that with a PC KB with 104 keys at least you should be able to find at least one that works well, especially considering the modifier keys, most of which are bindable to the SC.

@OP Let me ask, what are you currently using to bind your push to talk key?
On my mouse I use F13. I have F13 bound to a middle thumb button and in Discord when I set up my hotkey, I just pressed that middle thumb button and viola, a key that will never override anything. It seems that most people are using CTRL but who wants to crouch every time you push to talk?
To further answer your question about "how", Logitech has me run a script to do it. On that particular button push, presskey F13. On button release, releasekey F13. Discord recognizes the button push and that becomes my push to talk. Again, the beauty of it is that I never ever have to worry about whether or not a game is going to use that button for something.

I use "Pause" to push to talk generally. Most software anymore doesn't use the "Pause / Break" key because really, even console (command line) software uses ctrl+c to break an executing program, not the actual break key. I then bind the "browser forward" button on my mouse to pause, the "browser back" button to middle mouse, the mouse wheel click to double click (so I don't have to manually do that), and set the dpi-adjust buttons to browser back and forward (since I have the mouse set to only 1 dpi anyway).

Yep, there is an autohotkey script that works with the Logitech mouse software to get F13 through to F24, and thankfully Discord allows using these keys too (not a lot does).
The major reason people use these keys is so that modifier keys don't need to be used which allows for more multiple simultaneous keys strokes without accidental activation (or non-activation) of other functions.
Each key pressed on a keyboard can be set using key codes (old school computing) etc and can be used to change a keyboards language or to use symbols without actually changing the keyboard hardware.

Would be really nice to be able to set these keys (and others) in any software used to map functions to controllers by default, ESP the Steam Controller.

I use f13-f24 exclusively for operating system commands such as push to talk... we need this enabled in the steam controller, as well as steam application in general.

it seems with their focus on chat and communication taking on discord, It angers me when i go into the steam settings to assign a push to talk key, I press f13 and it just sits there stupified like i didnt press a button.

But likewise, to map a grip to my f13 (discord assigned push to talk) seems like a nessecity. I mean, operating systems use the f13 to f24 by using shift and f keys, but steam is not knowing what is going on

Guess I'll necro it again because this is still missing and sorely missed.

Assigning completely unique buttons to the paddles is invaluable.

any idea how do i enable anything over the F24? seems like anything past F25 doesnt exist by default
Trying to map 4 paddles on elite controller, only to realize there's no F13-F24 in steam input. there's no unique buttons i can use that wont have programs responding to it.
Will listen for key work? If you press the start button you can then press a key on the keyboard to bind. I would test it myself, but my keyboard doesn't have F13-F24.

How does one do this? I can simulate the key press but how do i get it to listen for key?
