Nep broke
... just keep her like this, it's beautiful.
For fixing it, first things first. Right click the game in your Library, Properties, Local Files, Verify Integrity of Game Cache.
The verify tends to be able to fix a lot of issues, if the cause is something like a busted file, and it is such a simple fix to use, I consider it to be the perfect first thing to try.
If it always happens, try veryfing game cache. You may also try switching to a costume utilzing a different model, which is everything that isnt a recolor of what she currently wears.
It also affects all characters and enemies.

EDIT: And it's not just rebirth 3, 2 and 1 have the same problem.
On a more serious note: Googling, I found this: https://steamcommunity.com/app/282900/discussions/0/541906989410416907/
Go into your nvidia panel and either let it override all options of the game or make sure nothing there tries to interfere with it.
Since I assume it suddenly happened and worked before: Did you recently update your graphics driver?
And the game was working perfectly yesterday and I'm sure that i didn't update my drivers.
Thank you help everyone.
DO IT

(I don't really "demand" any more video, but it's just so delectibly freaky that I wouldn't mind more)
I've seen similar model glitches on Sims 3. I'd just do some updating like drivers, DirectX, C++ etc
