EXE Drives

So, I've looked into this a bit and came top the conclusion that using 100 SP skills gets each character their 3rd drive. Neptune gets her 4th driuve at level 65. I'm level 65-70 all across the board (dlc characters included) at chapter 5 at the moment and done all chirper events and such. But the only exe drives I have are each character's 3rd tier, Neptune's 4th, and the coupling and formation ones you get through the events. Am I missing something in unlocking the first and second tier for the exe drives?

The EXE Drives are unlocked with the "special girl" challenges.

All of them? Cause the first one that unlocks after doing 100 sp skills is tier 3.

Like I said, I got all of the chirper ones up until the start of chapter 6. Along with each CPU's 3rd tier exe drive from the special girl challenge. I'm wondering if there is something else to getting the 1st and 2nd tier exe drives.

1st and 2nd tier?
Every character (except neptune, and without the coupling ones) has only 1 EXE Drive.

Well that's some ♥♥♥♥. I played the originals on my ps3 and everyone had 4 tiers to choose from. Each gained every 25 levels.

The only PS3 Neptunia game I played was Victory (as of now) and like Vice said, every character, except Neptune and without coupling or formation skills, only has 1 EXE Drive.
