Skits are usually enabled when you push the key/button that appears at the bottom left the the screen. The DLC skits are only available in the menu of the far right tab.

Sometimes you get notifications on bottom left part of screen that tells you title of skit and to view it you need to press Enter on keyboard or Back button on xbox controller.

They are usually at some discovery points and sometimes show up when you go to save point as well to pay attention to those skit titles that appear bottom left corner of screen so you press skit bottom when they appear.

EDIT:

Before even iced bridge skit there already two more skits before that one that you can view by going to save point I missed those two first time I noticed them which wasn't big issue for me since I was going to replay from begining anyway as I usual do when I start playing new game but its possible you missed them too if you didn't pay attention enough.

Most of the Tales of games has that feature. They never mention it. Usually have to pay attention to the entire screen to notice the little features.

I believe in this game skits are activated only at savepoints and by sleeping at an Inn. At savepoints you will have to press a button to trigger one if a name of the skit shows up at the bottom left.

There are Discovery Locations that has skits too. There are also items you pick up and some enemies you defeat. The first Elixer I picked up got me a skit, and enemies that curls up.

nah they also discovery skits and idk what actually affects some inn 1 because i slept for like 5-10 times in a row nothing happen i went and grind abit for like an hour, sorey started complaining after every battle that we should take a break.........i went to the same in and sleep and a skit trigger..........also certain food in the inn actually unlocks some skit.....so i am guessing you might need to max out the inn to get all the food to see every skit lol

Personal favorite tales game is Vesperia - however everyone has their own personal favorite, i see none of them as the best.

Zestiria is my #2
