I'm not sure at what point you can start it, but I will say that basically everyone plays it after they have finished the game and you probably should too. The Alisha DLC lets you start from a completed save game, so after you finish it you can continue on to New Game+ from that save.
In this post it lists instructions for activating DLC, because you need to activate it first in-game before you'll see it. If you still don't see it, you might consider right clicking on the game in your Steam library and viewing the DLC to see if it's actually listed as added to your account and that there's a checkmark next to Installed.
