To everyone who knows the Double/Triple Skill mechanic guide
i have read about the offer the +99 blessed unnamed guide to get double/triple skill in the 1st slot ... my question is that are all types of equipment affected or do i have to make every type of equipment +99 and offer to get my desired 1st slot in every piece of equip?

Indeed, you can offer several blessed equipment with different skill without changing your first skill. Concerning best skills, I like Phoenix, but it's useful up to stack 10, considering that its effect is locked at 200%. Invalada and Prevent can be interesting too, as their effect are locked at 20 stack. Also, the ninth column skills are interesting too. Those ones can be stacked up to 10 to get a 100% additionnal power to their own element.

There's 17 joke items, which can cover 17 skills per playthrough.
Apparently you can only use the joke items for this purpose during the first 3 playthroughs,
which allows you to cover every skill on the skilltable (17x3=51).

If you boost double/triple chance for a skill, it'll remain boosted for all playthroughs based
on the savegame you create.

I would recommend covering all skills on the two last rows, Lindwer, and some of the BG row.

Priventi is good considering it applies the effect per hit, and not per battle like Invalada.
If you're hit by an enemy 10 times, 2x priventi removes a total of 600 dmg (60 per hit).
If you also have 1x Pennetrayt (no stagger below x damage), you're immune to all
damage below the total priventi protects against per hit.

In addition to farming for skills, the other reason to use normins is to increase
the levels of your enemies to get better equipment.

A maxed lord of the land can hold 3 normins, enough to increase the levels
by 30 (60?).

I think you are trying to say:
You are able to use the joke items to cover every skill on the skill table in at least 3 playthroughs. (17x3=51)

Nope.. the rephrasing you used wouldn't make sense.
When you've "boosted" a skill it'll remain "boosted" throughout.
That is, every NG+ based on a savegame containing the "boost" will remain boosted
in every single NG+ after that.

However, actually "boosting" them can apparently only be done during the first 3 playthroughs
(including the first playthrough), which is enough to cover every single skill on the skilltable.
(which I guess would be the case on NG+++ if done right)

This means, if you "boosted" Priventi to max before starting NG+, then you don't need to do
it again before starting the second NG+. You can select a different skill to "boost".

if thats the case ill need to grind an item that doesnt have a specific 1st slot? low lvl items mybe

Huh? You set the items topmost slot to whatever skill you want to increase dropchance for
(that is, "boost" as I called it) before you donate the item to LotL.

If you already maxed a skill (that is, given a unnamed +99 for it), it is pointless to give an
item with the same skill again because it is impossible to increase the chance above
always.
You have 17 unnamed items per playthrough, which means you can "boost" 17 different
skills per playthrough.

So if you want to apply it to every skill you'd select 17 skills to boost in the first
playthrough, in the second playthrough (NG+) you select 17 different skills, and finally in
the third playthrough (second NG+) you select the remaining skills.
In the fourth playthrough (third NG+) all skills will be x2/x3.

(The game obviously won't have the increased dropchances if you start a new regular game, or NG+ based on a save where you never donated unnamed items).

To make it easier, CeruleanGamer made a list of skills[www.gamefaqs.com] readily available
in the top slot on the different item categories without having to combine skills (post #16).
