The howling season what on earth

I have a sidequest on Rose that says The "Howling Season"? What on Earth? It says to go to the nearest inn, but when I go there and buy a food and sleep, nothing happened and the sidequest is still there.

Is it just a reminder that the sleeping in the inn is useful just like buying the maps? It's not really a sidequest but more of an information type of deal that won't go away?

"The nearest inn"? It has to be done at a specific inn. It's either the Inn in Lastonbelle or in Pendrago, so if you're not at one of those inns, you won't get the event.

I'm only unsure which inn that is because I don't remember which of the similar quests that one is, but it's always going to be at one specific town. I think it's Lastonbelle.
