You can try to set CPU affinity for Steam process to less than 31 CPU threads.

In my case I have Ryzen 9 5950X CPU with 16 Cores and 32 Threads in total. For me game is crashing on Windows 11 with this CPU, but when I set CPU Core affinity to less than 31, I can launch the game from Steam and it works.

Note: You can change CPU Affinity for Steam process in Task Manager "Details" tab where Steam.exe process you click and choose "Set affinity" and then unselect CPU Threads to have below 31

I had the same problem when I tried to play earlier. Turns out, I was launching the setup menu instead of the game itself. You'd think the game would launch after confirming the settings but it doesn't. I was able to launch after configuring the launch properties in Steam.
