Ditto, ive tried a few solutions like loading it from the install directory and compatibility mode but nothing works.
I've opened refund requests a few times but steam just keep saying its been over 2 weeks since i bought it so ive wasted £8

I also had the problem that the game wouldn't start at all. I hit play in my library and nothing happened.

I was extremely frustrated and tried many tips. Nothing seemed to work. But in the end I found a solution. After that I was able to play the game through without any problems.

Here is what i did.(translated from german into englisch, so maybe some descriptions/names are different at your setup)

First I went to the location of the game files: right click on the game in the library list, properties, local files and then click on 'Browse' in the top right corner. Then the folder should open.
Path on my PC: D: \ SteamLibrary \ steamapps \ common \ Sherlock Holmes - The Devil's Daughter.
Then open the folder 'Binaries', then 'Win64' (for me). There should be a file there named 'Sherlock'. This is an exe file. Right click on the file, select properties, select the 'Compatibility' tab. There you can check the box 'Run program as administrator' in the lower area.
When I did that, the game started a bit further. I still didn't get into the game, but an error message opened stating that various dll files were missing.

I did some research and found out that these files are often found in software that is needed to run video games, so-called vc redists.

I downloaded the complete package of the vcredists (follow the link on the page) and then followed the guide step by step (it includes the versions from 2005 to 2015).
The 2012 version finally brought the solution. So I installed the version from 2012 (vcredist_x64 in my case) and then started the game normally from the library on Steam - and lo and behold, it started without any problems and I was able to play normally through the entire game. (Remember that the previous step is still active, i.e. the checkbox to run the game as administrator, this may be important).
