Is this regionally restricted in Japan for pre-purchase period only...
...or permanently?

Seems Valve love to slap on regional restrictions whenever a publisher with a Japanese branch is involved. One day, Valve will treat us like the rest of the world and not make us chase up publishers to get this stupidity fixed.

Yeah, you can take your silly comment elsewhere seeing that Japan has far more regional restrictions than where ever you would claim to live.

Hey mate, this is Japan's own doing. Look at any Japanese publisher. They do all kind of ♥♥♥♥ with regards to regional availability of their games. Square Enix (Japanese division), Capcom etc they all do this.

Valve is not at fault here. The snobbish and proudful Japanese publishers are to be blamed for this mess.

Buy any Japanese games worldwide, you can't play it in Japan. Buy any Japanese game in Japan, you can't play it worldwide.

Worse still, they think whole of Asia speaks Japanese. Some FF games sold in Malaysia have no English but only Japanese. They forget their occupation of Malaysia ended a full 70 years ago. Good riddance.

I'm quite sad this is not available in Japan. I bought W:NO. I wonder why this one is locked.

Past experience (including with Bethesda) has proven many regional restrictions on Steam in Japan are a direct result of Valve not understanding the Japanese market, in particular how CERO doesn't relate to PC gaming. So do your homework before jumping to Valve's defence please.

Yeah, take your beef with Japanese publishers up with them. As it is, most Japanese games purchased on Steam in Japan can indeed be played worldwide. But regardless, this has nothing to do with Bethesda JP.

Inferring is hard.
It's the day of release, and there's still no info about a Japanese version. All the promotional materials and press releases said that it's going to be released "worldwide" on May 5th.

Right now, Steam DB lists two versions for the game:

One is them is available everywhere but in Japan and Germany, and the other one is the censored German version, but a Japanese version is nowhere in sight.

Edit: On a side note, this has nothing to do with Valve. It's all Bethesda Softworks. Maybe The New Order just didn't sell well in Japan. You also have to remember that the Japanese version was broken for a week or so after release, so they might have decided that it just isn't worth the hassle this time around.

Edit2: Within 15 minutes of this post, there is suddenly a Japanese version.

Here's what you do when you want to find out whether the version sold on Steam in Japan is different from the international release:

If you open up the game's store page (http://store.steampowered.com/app/350080/) in your browser and move the mouse cursor on the "Add to cart" button, a 5-digit number will appear in the lower left corner of the browser (in this case, it's 62499). You can then google "Steam db 62499", and it'll take you right to the Steam DB page for this version of the game. There you can see which countries the game is sold in and in which it isn't. When you're interested in whether it's the international version, just check what it says under "Store prices" (especially the row "U.S. dollar"). When it says "N/A", that means it's not sold in a specific currency/region, but if there's a price listed, it is being sold there.

Compare the Steam DB pages for the two Wolfenstein games (versions sold in Japan):

The New Order: https://steamdb.info/sub/41690/ (Everything listed as N/A except for Yen, therefore it's a separate Japanese version, which will be censored in most cases)

The Old Blood: https://steamdb.info/sub/62499/ (Prices listed everywhere except for Germany, who get a different version; Note: Yen is still listed as N/A, because it was literally just added to Japanese Steam, but by comparing the IDs, you know this is the version sold in Japan)

Long story short: We get the international version.

Anyone know when this unlocks for Japan. Pre-loaded but still encrypted and absolutely no info available on the store-page or elsewhere for when it is available to actually play in Japan. US users are already playing away so it doesn't seemed to be tied to the time zone issue. (Then again www.wolfenstein.com seems to be down at the moment, maybe it has something to do with that?)
and after deleting and re-installing / preloading, half-way through the pre-load it switched from a 'pre-load' button to the usual 'Play' button. Happened around 12.30 so doesn't seem to be a time zone thing. Still not finished installing but assume it will work.
