Considering it takes massive amounts of health off you when it connects? Yes, it is a problem. Especially if the enemy manages to charge up for a second ultimate while you're still laying on the ground from the first.
Let me clarify what I meant by "spamming" - I meant that my opponents were ONLY using ultimates. They didn't bother with combos, they just kept launching ultimate after ultimate, hoping to take out my health as quickly as possible. And since Susano'o is a long ranged ultimate (at least the one with the bow and arrow), this got annoying after the second time and pathetic after the third.
Have you considered dodge spamming?
Or simply jump, or dash, substitute or block it?
Hell, most of the time you can stop them with a shuriken if you can predict what they're gonna do, run to the side, jump, shuriken, most moves can be interrupted just like that.
The Susanoo Arrow can be side stepped, the arrow has like no tracking at all, then wait a second before dashing or attacking as hitting the susanoo will result in them just mashing attack & punishing you.
But yeah, seriously, this isn't that hard to counter. The safest way you can counter them would be to wait for them to Ultimate, move slightly, shuriken from a safe distance, keep doing this to upset them into being more aggressive, if you have any jutsus or a ultimate yourself that counters it like Kakashis Kamui or Sasukes new ougi, or Obitos tentails, that spawns on the enemy, to make them waste their sub instead.
If they're using it up close, then you're gonna have a harder time, if your not in an action, ninja movement, or blocking is probably what you'll wanna do, then again, wait a second for the susanoo to dissolve, and attack before the Ultimates recoil is over (it's pretty tight timing), if you substitute the arrow, then don't even bother trying to punish it.
Could just go into practice mode against that Sasuke & enable him as CPU to only use Ultimate Jutsu.
The last part of my OP states that I have tried to block / substitute and it doesn't work. It still hits me somehow, yet the opposite is true when I try to do the same to them. Even worse is that somehow, their jutsu is able to cancel out mine. I was in a game earlier where I played as that mummy guy with the dust jutsu and I caught Minato in my cube, yet his ultimate jutsu managed to hit me and canceled out my attack.
This happened at least twice over the course of the battle. With my opponent getting away completely unharmed by my jutsu, even though I had struck them with it first.
Which brings me to another unfortunate thing to complain about is that most of these other characters are SLOOOOOOW compared ot Naruto and Sasuke! Their attacks are too easily telegraphed, often taking a couple seconds to even get a damn jutsu off.
Yeah, no, if it still hits you, it's YOUR problem, not the character (although he shouldn't be invincible while using it), you need to learn the buttons & know when to press them (unless you want to claim it's the controllers fault now), as simple as that, if you guard too late, or expect a substitution while you have none, of course it's not going to work.
Trust me, he's not 'cheating' or anything, that Sasuke was OP back in Revolution, he's been toned down in Storm 4 slightly but his Ultimate is just as bad.
The only way that your guard/sub isn't working as intended is if your guard has already been broken, with you guarding everything or him hitting you with a guard break attack (the up item).
Each move has a priority... that should be obvious, Reanimated Minato is one of the strongest (and cheapest) characters of the game, it happens.
Yes, Sasuke is faster than the other characters, that's why your opponent picked him, to win, which has already been established.
Your complaints seem to be nothing but a 'I don't get it but I'm losing'.
Take time playing the game, learn all the mechanics, learn the timings, tiers, infinite combos, get faster, or play offline/with friends only, you're not going to have a good time otherwise.
The guy you were facing seems to only have known the tiers, knew what was broken about them, and went to cheese out a win considering the characters & tactics.

Play w/ friends, if u dont have friends - look players in online w/ low stats
-You can spam shurikens to stop the start up of most jutsus
-Naruto/Sasuke Rasengan/Chidori can be interrupted by shuriken( must be fast) at start up
-Avoiding UJs and jutsus is only half the battle, try to go after the opponent when they waste chakra or substitutions
Also zoners can ♥♥♥♥ stomp Sasuke abusers
Thing about that is that most characters I've played are ridiculously slow. Their attacks are too easily telegraphed, and it takes more than a second to launch anything off. I tried really hard not to pick anything with a Sharingan or one of the 5 different renditions of Naruto, because I actually wanted to play my favorite characters, instead of the ones everybody else is playing.
But no, if you're not the main protagonist, or somebody with a Sharingan, your character is a piece of ♥♥♥♥.
On another note, can you or somebody else explain how to customize Ninja Tools for online battle? So far I've been stuck with the default picks outside of Adventure mode.
Yeah, shurikens are shared speeds aside from some unique Chakra Shurikens.
Ninja Movement speeds are usually shared speeds as well, some characters are better than this, like Itachi & Minato, but not many.
The thing you're thinking about is the Combo Start up, Jutsu Speed, & Ultimate Jutsu speed.
All of which are negated by dodging with ninja movement, blocking (jutsus do chip damage if blocked), jumping over it & chakra dashing. Jumping becomes really good once you start using it.
jsyk, I use a ♥♥♥♥ ton of characters in this game & even mod it for fun so I know it inside & out: Itachi (usually alone in teams via a mod I made so they have the advantage), PTS Sakura, Minato (Alive), Konan (with Pain support (Pain is much weaker than Nagato as both Support & Main)), all the Tobi/Obitos, Reanimated Madara, Kaguya, Massive Rasengan Barrage Naruto, Hinata, Jiraiya, Tsunade, Mei, 4th Kazekage, 2nd Mizukage, Utakata, PTS Gaara, Shikamaru, Choji, Shino, Suigetsu, Karin, Kakashi (Anbu), Killer Bee (with Ay).
Most people will play as the cheap OP Characters for a win, people do this all the time regardless if PC or which Console you play, & usually most games have these people in them, winning is fun for them, if you want to beat them, you'll have to learn the game mechanics.
That would be extremely unbalanced & just not fun, Storm Generations had this and you could play online with custom item palettes, all people had equipped were Lightning Kunai & Sleep tags for free Ultimate Jutsus, made the game so much worse.
If adding Health Ups & Chakra Ups, that would make it even worse, when two people of equal skill play, without healing, the 99 'seconds' in the round sometimes isn't even enough.
Look here as the great Itachi has said before " Every jutsu has a weakness" lol. Oh, and you dont really need to abuse the main characters to win either. Personally, I use Orochi/ Kabuto(Normal), and Mitsuki with orochi as lead. But my team comp covers my bases i.e.
Mitsuki has great support jutsu( shoots 4 wind blades), kabuto can catch someone back dashing with his short-mid range support, and when Orochi is on support duty I use his snake which can interruptmost supports at mid range when timed effectively. Just spend some time on youtube to find what perks your character has over others; not all characters share the same role and are better at other roles than others( sans itachi-hes pretty much good at all roles XD)

But yeah, to prove to myself how broken these characters were, I made a team of Six Paths Madara / Obito + Kaguya and saw a massive improvement in combat effectiveness. It made me feel sad. :(
My favorite character in the series is Kimimaro (the bone guy) and I wanted to main with him, but he doesn't seem to have any variations on his jutsu list and I can't seem to hit anything with his Larch Dance. This is disappointing, because in previous games, I remember him being a high speed bad ass who shreds his enemies to pieces like an enraged Baraka.
His grab is great, his jutsu is great for swapping.
aside from that his shurikens are slightly faster than most & the rest of him is pretty average.
If you use his down combo, you can jump cancel the last attack into a debuff tag to do another combo.
I'd honestly use him over Kaguya as you're not a giant Hurtbox. All she has is the lava stage moveset & stunlocks going for her.
Six Paths Madara isn't that good either, he has one combo loop, his grab, ultimate, and tilt are meh at best imo. If you were gonna use him for his jutsu, Nagatos Ultimate does the same thing but better, and if you wanted him as a support, Itachis Amaterasu is much better.
Obito with War Outfit & no Mask is really only good for his tilt & support jutsu.
If you meant Six Paths Obito, then I totally agree, his tilt, start up combo, stagger on the first few hits, and jutsu are really good, only real issue he has is that he can't juggle well, he'll send people flying away in midair.
Edit: You can't JUST block/sub the ultimate, you have to actually punish it. Fighting Games 101: If the move has ending frames, block and punish. I can tell you haven't played fighting games often from this one fact alone.
So what do you do? Block the ultimate (The FULL ultimate, this includes if it has multiple hits) and then do something like a dash/jutsu/ultimate, or call in an assist if you want to play it safe.
And this isn't all you can do. Mix it up, man. Good luck learning the game, it definitely seems you're off to a rough start in learning already.
