I have the exact same problem. Running this game on DX9, with Radeon HD 7750, Intel Core i5-3470. There seems to be a black outline/texture possibly inside the characters cap.
NPC's and the first man you see in game is invisible, apart from the gun :l
Holding the sniper rifle, a black texture outline that looks like his helmet or something.

Holding the silenced sidearm, there you can see just the silencer and then a floating gun where the NPC should be there but isn't.

I don't think it's my problem, my computer is running perfectly fine and from research I think this is a common problem that is occuring to a lot of people. It's not like everyone's computer is overheating or component damage because of this game :l
Hardware damages tends to show up when a software test your computer to its limits.
What you can do is disable all third party start up programs (DRM like TAG and Securom, AIM, Apple junks, so on). Use task manager to see all your start up programs. DRM start up can only be disable via service.msc IIRC.
Check for virus. Disable anti-virus program because a lot do act like viruses. Restart your computer. Check to see everything is disable via task manager.
Run SGW2. If it still persist. Run video diagnostics program like ATI tool. If everything is fine. Run a CPU temperature monitor program. Start SGW2. Go to where you have the problem. Alt-Tab out and check your CPU temperature. If the temperature is over 70C degrees than you have a serious problem. There might be a chance that your CPU is damage due to overheating. Make sure you test your ram too.
When everything is done make sure you restart your anti-virus program.
It's not a hardware failure.

Changing graphics settings or between DX9 and 11 has no effect.
