Usually I try to stay far away and jump a lot to bait her into doing her horizontal spinning dash move thing, if you don't get hit and position yourself right, it gives you quite an opening.
Be careful when she's at a middle distance, she tends to do that low dash that you need to block low and if she gets you she'll follow up with one of her super moves for half of your health (but I think you already experienced that, lol)
I use Baiken usually, so even if I end up as a turtle most of the time I can still manage with her guard cancels, plus I-No seems to always fall for Baiken's 2H (the spinning katana) so it's just free damage most of the time.
The things I would recommend would be to abuse your Tension Gauge against her. When she's trying to fire her laser balls, try using attacks while she's charging up or running at her (especially if it the one with this shape ">"). You'd probably get half of your tension full after the barrage.
This method would be the best for the Wave shaped barrage because you'd be really close to her, thus it would be easier to land a special attack.
Another thing I did, as a last resort, was to use my IK (instant-kill) attack. I think it's pretty easy to land Kliff's because he charges into your enemy. Just time it properly.
Forgot you couldn't IK in Accent Core. Was thinking of my XX Reload days. Sorry
---Just to point things out on dodging her balls----
1. The rising slant one: Easiest to dodge, just sit back at the end of the screen. (Try to attack the air a few times to increase your tension.)
2. The "> Shaped" one: go directly in front of I-no and attack her a few times to increase tension. Then when you she's gonna start to attack, double jump to evade.
3. The Wave shaped one: Go under one slant and attack the air (if possible, attack I-no), then continue to walk forward as the balls start moving. Then go for a special attack.
----Thing/s to remember----
1. RUNNING towards your enemy increases your tension
2. Attacking the air increases your tension (even by just a little, if you use Sol you could try the arc back Punch (214 P)
3. Don't be afraid to use your BURST if you're getting juggled, because I-no hits like a ♥♥♥♥♥♥♥ truck.
4. Try blocking while pressing KICK and PUNCH to use the Faultless Defense. This will drain your tension, but will block damage. Beware of your position though (low attacks go through normal defense)

The laser balls attack only happens, I think, 3 or 4 times. It only happens when you reach a specific amount of health.
It's not really that wise to go FD against her balls because it'll drain your tension pretty fast, where as if you're new, you'd probably rely on the Tension bar to kill her.
I press P+K rapidly so that green shield flashes to save up tension

How does that save tension rather than waste it? I'm not too familiar with this game.
I think by rapidly tapping, you're actually gaining tension (while losing tension) because technically you're still doing an imperfect FD (whereas if you hold a the P+K button button, you'd be doing a non-stop FD). By that I mean, during the times you're not holding P+K, you're actually getting damaged while blocking normally.
I beather with Sol, but beat Ky before the last fight, was harder.
