It does have rollback. Switch suffers from how many simulations you can do for rollback due to CPU speed.
To rewind in emulation, you need to go back several frames and simulate forward. Each simulation needs to happen fast enough so that you don't affect framerate. Those simulations on Switch's processor take way longer than any other platform.
It seems like the ps3/vita versions were delisted, unless i'm missing something.
