I think it's because of his dialect he's supposed to have with the Japanese VA.

usually when a character has some quirky regional accent in japanese, translators will give one to that character too.

in english it's usually either british, australian or canadian. sometimes southern. those are the most recognizable by everyone, americans or not.

I'm actually Canadian, so I can say that it's an extremely exaggerated accent that draws more from other fictional Canadian accents (that draw from the same comedy show that the States got the idea for the Canadian accent from) than it does from what the majority of Canadians actually sound like.

I can see people actually talking with accents almost like that, but only in very specific regions, probably somewhere in the maritimes.
