Wasn't that actually mentioned on Shadowland? Also, I believe Racter mentions that when in Berlin he used to run with Lucky Strike, a merc you could meet in the basement bar in the Kreuzbasar.
The only reason he showed up in Returns was because of the scope of the plot. By contrast, a Yama King laying claim over a slum is hardly on the same level.

Wait, I remember Lofwyr's German speaking representative speaking with you on the subway train at the end of Dragonfall, but I don't remember him being at the very end of SR:Returns.
I remember he was part of the elf meeting near the end where they discuss plans for fighting the insect spirits, but he wasn't at the very end scene of the game, was he? Or did I miss some special scene that happens after the credits or something?
