Otherwise, you can't kill her because fate decided that you won't encounter her (just like how we couldn't save some people we wished we could). Either that, or she had her Extremely Good Fortune which made her being absent when you assaulted Prosperity Tower.
I also personally think Qian Yi makes for a poor final boss in the Shadowrun universe, but that's subjective. She is admittedly relatively weak so far as deities go, being in a pantheon of several shadow entities who were themselves defeated by the major pantheon of their religion. So she's not particularly representative of that class.
