Take oil for example - at 400 oil, the next x100 oil costs 181$ septillion. Eberneezer Rockerfeller costs 10 angels and decreases that by 10%... a whole 1.8 septillion. 1.8 septillion takes like a FEW SECONDS to get at that stage so it's almost worthless unless you want to see the cash per sec.

Actually it's 18 septillion which is still pretty small.
I think it'll be safer to stick to the first 3 angel upgrades for now, as they've really been helpful and speed up the process a ton.
What the managers give you is the ability to reach the next bonus level more easily. The same goes for angel upgrades that give +x of an object. Those upgrades give you that X as a starting value, with the same price/purchase value as if you were still at zero.
Newspapers are the hardest to level up, so those should be your focus. Each time you get them to a new rank of the "everything" upgrade, you get a bonus of 2-3 times for everything. From that perspective, if you're on a run where this will allow you to reach another level of x2 everything in a reasonable amount of time that you couldn't otherwise reach, it's worth a lot of angels. It will double the effect the remaining angels have.
