Twincast location?

I cannot for the life of me figure out where to learn twincast in the final chapter. I rested at every save point in the final dungeon and learned a bunch of bands, but not twincast. What am I missing here?

You learn Twincast at Tower of Babil B7 save point.

Hmm I went there but there was no prompt to rest. Do Porom and Palom both need to be in the party at the time?

No, I was able to get it without either Palom and Porom in the party.

How far are you in the game? After you defeated Dark Cecil and entered the Depths, you won't be able to trigger the save point cutscenes anymore if you missed some along the way.
